Planning to upgrade Oracle database from 11g to 12c and PeopleTools from 8.55 to 8.56 at the same ti

We are planning to upgrade Oracle database from 11g to 12c and PeopleTools from 8.55 to 8.56 at the same time.  PeopleSoft Applications are on 9.2 (they are on recent PIs) so no changes with the apps . The DB upgrade includes Oracle RAC. Is it best practice to do a hardware refresh with this type of upgrades and/or get new hardware for not having to do an in place upgrade?  Do you have any recommendations?
