Scroll Area Returning Wrong Line Numbers When Updating Transactions

Newbie question for the Pros...

I have a page that has the primary record, Record 1, at level 0.  I also have another record, Record 2, at level 0.  Then I have a child record, Record 3, to Record 2 in a scroll area Level 1. When the data is displayed all data is present as needed.  Record 3 transactions have line number as part of their key structure.

Level 0 Record 1 keys BUSINESS_UNIT

                                     REQ_ID

Level 0 Record 2 Keys BUSINESS_UNIT

                                      REQ_ID

Level 1 Record 3 Keys BUSINESS_UNIT

                                      REQ_ID

                                      LINE_NBR

Data example on page

Record 1   BUSINESS_UNIT = HSC

                  REQ_ID = 000123

Record 2  BUSINESS_UNIT = HSC

                  REQ_ID = 000123
