OID 12.2.1.3 section is missing from the Fusion Middleware control and not able to modify the OID mb

we are trying to tune the OID 12.2.1.3  , we configured and setup the oid instance , using wlst we are not able to modify the oid mbeans due to readonly , tried to modify using em console , the complete identity section is missing from the tree , is this a know issue , if yes do we need to apply any patches to address the issue.
