Can AWE be used for workflow that does not involve approvals?

We have a Employee Self Service bolt-on that sends an email to an employee when they sign up for something. Notification only, no approvals. Does the old Business Process workflow have to be used for this or is there a way to configure AWE for this? We would have no need for a xref record and such for this application.
