Transfers creation using Web service call are failing with ITEM_LOC_SOH locking issue

in Retail Merchandising System (MOSC) Question

Our Environment recently upgraded to 16.0.28.2 , after this transfer creation failing with item_loc_soh lock error.

even though that is the only transaction for the item. We were running this transfer transaction alone during the testing. We tested this 3-4 times and observing the same

could any one suggest on what actually causing this error.
