why should you use app engines instead of a stored procedures

Our company uses sql server instead of Oracle db and always writes stored procs to do everything. We now have PT 8.55.11 FSCM Peoplesoft 9.2 image 21 implemented but IT keeps wanting to use stored proc for customizations instead of writing app engines. What are some advantages and disadvantages of using app engines over stored procs. We need to be able to present to our teams and looking from some help from PS users/dbas/developers
