HCM Image 27 - no config setting questions

I am trying to deploy HCM Image 27 to an Oracle Virtual Box 5.2.10. 

Normally I need to choose a root password and network config, then it starts loads the files and then I have to provide configuration details about connect ID/pwd, Access ID/pwd, PS ID pwd, App Server domain connection ID, etc.

But with HCM #27, I do not get that far.  I choose a root password and network config, it loads the image files.  Then it goes straight to a Linux login page.  I tried issuing a --cleanup and --enable to see if I could force the setup steps again, but no it goes straight to the Linux login prompt.  Any ideas?
