Peoplesoft DPK deployment with psft_customizations fails with invalid leading UTF-8 octet at line 1

I am trying to do the Peoplesoft DPK deployment with psft_customizations.yaml file but it errors out with below message:

Error: Evaluation Error: Error while evaluating a Function Call, (<unknown>): invalid leading UTF-8 octet at line 1 column 1 at /peoplesoft/psft/dpk/puppet/production/modules/pt_profile/manifests/pt_system.pp:33:20 on node
