Cannot update Report Definition Properties

Hello.

I cannot change the Report Properties settings for a BI Publisher report.  I have security to the page.  And I can make the changes in a lower test environment.  But not in the environment I need to make the change.  Does anyone know if there is some other configuration that controls these Prompt fields to be active or not?
