Applied Full Image do I still need to extract out NA Tax Update?

We applied Full Image do I still need to extract out NA Tax Update?  I do not see the ps_tax_update table updated.

I also just tested and tried to create a new package and it doesn't think that 18-C has been applied even though full image 27 was applied to database.

I would have "hoped" that doing "all not applied" it would have picked up the tax update already.

In that case, do I create the tax update BEFORE I do full image or does it matter the order I apply them?
