How to delegate read only notifications to another user

The requirement is as follows.

My COE wanted to delegate read only messages to secretary. And Secretary should not have access to approve the notifications. Notification should go as FYI only...

We are in 12.2.4 version.

Do we have any functionality if yes please suggest the same. We want this for iexp, ap and po notifications.
