AWE escalation assistance.

Hello Oracle.

Our version.  HCM92 PT 8.56.06 PUM 25

I'm looking into using the escalation feature for a custom AWE process we set up.  I can get it to work for Event ID ESCALATIONS, but I can't get it to work for Event ID CALENDARBASEDESCALATIONS.  I assume the later is if I want to use "Escalation Calendar", which is what I want.  Right?  Digging a little for this event, I see that it uses view EOAW_CESCAL_VW, which does a join to EOAW_USER_ESCAL.    The SQL for this event returns no rows because there are no rows in table EOAW_USER_ESCAL.  How/Where does this get populated?
