Attachments link disappeared from Notification Details.html

Hello WF experts!  After upgrading to 12.2.6, we've had odd things happening with attachment links in notifications, has anyone else had issues?  In this particular case (1 out of 4 issues!), the notification in Oracle and in the email has the attachments link but the Notification Details.html does not. Can anyone provide an avenue to explore?  I've compared the attributes and notification from the new wft to the old one and they look identical.  Right now I'm leaning to there being a security or even framework change somewhere else.  TIA!!
