Contract expert contract expert duplicates clauses when clause moves from a procurement contracts te

When creating a Purchase Order in Oracle Purchasing module, the contract specialist choses a Procurement Contracts template and they answer the contract expert questions.  And a PO is generated with terms and conditions.

Later on down the road, there is a change to the template.  A clause is moved from being "seeded" on the template to a contract expert rule.

When the contract specialist re-run contract expert, the clause that was moved to a rule now shows up on the contract twice.

Is there a bug logged/patch for correct these duplicates when rerunning contract expert??

My users are using Oracle Release 12.1.3 and we will be upgrading to 12.2 next year.
