Is a Surface Pro recognized as a tablet for FLUID

On our Web profile we have both Disable Fluid Mode and Disable Fluid on Desktop Unchecked.

Under Personalizations options - HPPC option defaults to Classic and HPTABLET defaults to Fluid.

Branding system Options uses the Default Branding Theme - DEFAULT_THEME_TANGERINE.

When I log into our Tools 8.54 HCM environment I open in the Classic Homepage. I was under the impression it should open on the Fluid landing page.

I've tried it with the Surface Tablet mode setting both on and off but with the same results.

Is this acting as designed?
