Can WorkFlow Email Responses can be controlled?

Can email workflow responses can be controlled? When will send email to approval for approver then it should only show "Reject" response in Approver's email. Other response "Approve" must be kept hidden

I know we need to modify workflow but is there any other attributes level can we control it?
