Reboot is required to apply the HMR

Hello,

Did anybody come across the problem of HMR setup on Oracle SW? Any small change in element or header rule requires a whole system reboot to be applied. You can clearly see this behavior, when try to test newly created HMR rule with test-sip-manipulation tool right after configuration SAVE+ACT. This problem exists only on SCz products family, old good SCx6.3/6.4 works like a swiss watches. Maybe somebody knows how to solve this problem?
