What Tools Requires Fluid Navigation

We went live with CS 9.2/8.55 without implementing Fluid navigation.  Since go-live, I have created a prototype, but there is resistance from some functional users - simply due to the nature of the change.

We are now starting to think about an 8.56 upgrade with Fluid navigation as part of this upgrade.  Is it technically possible to upgrade a 9.2 application to 8.56 without using Fluid navigation?  I believe the answer is yes, but I would just like to confirm. 

And, if so, can 8.57 be implemented without Fluid navigation?  Based on the planned features document, I think this release requires Fluid navigation, but I have not found anything indicating it is a "must do."  Hopefully 8.57 does require it if 8.56 does not!
