Confusion for deletion/cancellation of PO/SO

We have EBS R12.1.3.

In PO module, we can't cancel the PO in an incomplete status. You can only delete the incompleted PO .

You can cancel the approved PO only.

While in OM, you can cancel/delete the Sales order in Entered status. You need not to Book the order to cancel the SO.

I want to know that why oracle has given such functionality. Is it intentional ?
