Manually creating a FSCM SYS database from DPK?

Hi,

The FSCM92PI28 DPK does not contain files (epengs.db for example)  to manually create a PeopleSoft SYS database. What is the procedure to create the Peoplesoft FSCM SYS database manually from DPK?
