PO Confirm Receipt Workflow

Hello! This is a question on workflow. I am trying to notify the masteritem buyer when the over receipt tolerance is greater than 10%. I know we can set the over receipt tolerance but we would like it to be in a workflow to notify the master item buyer. I looked into the seeded workflows for purchase orders and I think "PO Confirm Receipt" is where the notification should be setup when the receiving quantiy is greater than 10%.
