How do you create PeopleSoft XML Request Payload with “ACCESS-TICKET” Property ID in Header?

We are creating a PeopleSoft Synchronous Service Operation with Rowset Message.  It is being published to a third-party.

The SOUPui Version of the Request Message is shown below.

The soapenv Header contains the element ACCESS-TICKET which will contain environment specific data.  How do we add this Property-ID to the PeopleSoft XML Request Payload?
