Enhancement Request for AP Recurring Voucher contracts - add functionality to set VAT treatment at t

We often use AP Recurring Voucher contracts where at the voucher level we want to flag as Out of Scope for VAT or Exempt.  Would like the functionality at the contract line or release level to set the VAT treatment desired.
