Slow performance after PT 8.56.09 / PUM 28 upgrades

We are in the midst of upgrading from PeopleTools 8.55.14 and PeopleSoft Financials 9.2 PUM 23 to PT 8.56.09 and FSCM 9.2.028.  Our business testers have noted several processes are running significantly slower than in Prod:

- AP_APY20215 (aka Paycycle “payment creation”)

     - Ran for 11.5 minutes for 250 payments in Test Move 2 vs Prod which only takes 5 minutes (tested more than once to eliminate caching).

     - Note:  Testing the same 250 vouchers (via spreadsheet upload) on a non-upgraded environment on the same database server and it performed similarly to Prod (i.e. 5 minutes).

- FS_ALLC (aka “allocations”)

     - Ran for 110 minutes in Test Move 2 vs Prod which only takes 50 minutes (tested more than once to eliminate caching).
