TDS threshold setup for operating unit not able to edit

We could not edit or delete the operating unit in the Taxes against the Threshold type for a TDS setup. Also tried to end date the threshold type and create a new one. Not allowed and threw an error like "Duplicate threshold type is not allowed".

Help me out on how to edit the tax category attached to the operating unit in Taxes against the threshold type in Threshold Setup form.
