Post Upgrade 9.2.21 to 9.2.27 we are missing the fluid navbar

Hi.

After our upgrade from 9.22.21 to 8.2.27 we do not have the navbar at the top of our homepage like it is in Demo.

Now that we are moving to fluid we are going to need this so that we can define/deploy our tiles.

I have verified that I have the PTPT100 permission list and I have updated the Fluid Home Pages to include all tiles.

Here is our branding options.
