Asynchronous Service message stuck in New

Hello.  

We have Asynchronous Service messages that a stuck in New.  For a all our Service Operations, including VOUCHER_BUILD which is completely delivered.  We don't have any messages stuck in Error or Working.  We've Purged the Domain, they are all Active.  We've deployed everything on the App Server configuration.  Some messages will successfully completely - about 1 in every 5 maybe.  But most of them will not come off the New status.  I've tried everything that google has told me to do.  Has anyone ever experienced stuck messages?  This has happened a few times in the past but every time we
