Can we restrict users from Fluid Add to Navbar and Add to Favorites only?

Doc ID below mentions that you have to restrict all 3 "add to" functions or no "add to" functions.  Just wondering if this is still accurate for PT 8.56.  This Doc Id just mentions PT 8.55.
