parameter sniffing slowness and PSFT???

Hello.  Anyone have any experiences with SQL Server 2016 Parameter Sniffing?

We recently upgraded to SQL Server 2016 at the same time as a PSFT PUM Upgrade and experienced EXTERME slowness in processing.  Specifically FS_JGEN went from 35 seconds to 5 hours.  After trying numerous things it seems that turning off Parameter Sniffing was the solution.  However now we are wondering if Parameter Sniffing is a application level setting or if we have not choice but to turn it off at the database level.  I've never seen and can't find anything about PeopleSoft and Parameter Sniffing so I'm thinking turn it off entirely.
