How do you remove a xmlns tag is Rowset Response Payload?

How would you remove the highlighted line in the Rowset Response Payload in PeopleSoft?  We are sending this payload to OSB.  If the highlighted portion is removed, OSB does not have any issue with the payload. OSB would also process it successfully it the highlighted portion was xmlns:xxx="http://peoplesoft.com/TN_GSA_CONFIRM_RESPResponse"

The Message Definition did not have the "Include Namespace" selected.  We are on PeopleTools 8.56
