PeopleTools - Custom AE program goes to hung state while reading CSV file?

We have custom application engine program which is reading two CSV files (one CSV file has 9000+ rows).

This program read 2 files one by one using same file layout with function ReadRowset().

Program runs everyday multiple times and running to success. But, intermittently this program showing keep processing in Process Monitor while reading this large csv file.

When I cancel the program and if we re-run with the same files, it is running to success within 5 mins.

As per the trace file, it is stop processing at ReadRowset function.

Is there any data limitation on using ReadRowset function using File Layout? Does anyone face this situation.
