HCM 9.2 Tools 8.56.05 Web Library WEBLIB_PTGPLT error when in Review Paycheck component

We are having strange issue for one payroll employee. We use PNA. When she is in Review Paycheck and is viewing an employees paycheck data, if she clicks Previous in List or Next in List, she gets kicked out of PS and her session ends. All we can find is in the APPSRV log "is not authorized to access web library WEBLIB_PTGPLT.ISCRIPT1.FieldFormula". When we add that weblib to a common permission list it clears her problem but another payroll employee then gets kicked out of her session when creating a new garnishment.

If we sql and peoplecode trace their sessions, we get no errors just the oprid logout sql at the end of the trace.
