How to make the "Confirm Taxes" tick mandatory while saving receipt

The system allows the user to save the receipt without ticking the "Confirm Taxes" check box. In few occasions, users missed to do the confirm taxes and saved the receipts. Due to this, the accrual accounting will not happen. Logged SR for this and got data fix to proceed with further transactions. Unless, we restrict the user from saving the receipt without ticking confirm taxes, then the issue will become routine.
Thought of creating a form personalization to alert the user to make tick of confirm taxes. But the India tax details form is separate form and the variables are not connecting with the receipt creation form.
