User Notification is disabled

We are on Oracle R12 and for one user only the notification is disabled since last 7 days. When I go to her Preferences page and under Notification I see Email Style as showing Disabled. We tried to put it to HTML with attachement but as soon as the user closes Oracle and log back in it goes back to Disabled.

Any clues?
