16M Records are Stuck in COST_EVENT_QTAB table

in Retail Merchandising System (MOSC) Question

Hello,

We are having issues with COST_EVENT Queue records, there are currently 16M records are stuck in the COST_EVENT_QTAB table. Earlier we had lot of DB instances restart, we suspect due to that all of the COST_EVENT records are stuck. Even after restarting the DB multiple times the stuck AQ records are not moving. Currently COST_EVENT_TYPE configured as ASYNC.

Also, we have identified that millions of AQ jobs are running long even after processing all the records. So we have deployed the "Patch 24010889 for Bug 24010889 ASYNC PROCESS STANDARD CODE CAUSING JOBS TO NOT TERMINATE ON AQ$_PLSQL_NTFN_XXX". Even after that the records are still stuck in AQ. Please help us/guide us the best way to reprocess the stuck COST EVENT records.
