Allow copy journals with control accounts option from user preferences

We have created new user in the system and not provided any user preferences for GL module(So no row exist for user in the table OPR_DEF_TBL_GL) and created journal with account code 'ABC' and validated journal successfully, Now we have made account code 'ABC' as control account

now we are copying the journal(which have control account) from online copy journals option or GL_JRNL_COPY app engine process in both places system is allowing user to create the journal with control account

Due to this issue, users have security issue in system and need to update user preference for every new user profile created
