Disable Add Homepage and Add tile button on PT 8.56

hi all

is there a way to disable the Add Homepage (top left ) and Add Tile (top right) Button when I open the "Personalize Home page" from the action menu via role security ?

navigation: action menu >> Personalize Homepage

any suggestions would be appreciated.
