In wich case is used the digital certificates page instead the pskey

PeopleSoft have two digital certificates repositories one on "pskey file" for WebLogic and other on PeopleSoft Database using the Digital Certificates page.

On which cases are used one or another?

wich services/components on PeopleSoft infraestructura use them for each case?
