AWE Route Controls - Dept/Location Question

We have dept/location route controls rules set up for different depts within the same location.  And we have a new position request which reports to Sally Approver that is being routed to Joe Approver who does not have access to the dept within a location. Meaning Joe Approver does not have the route control for Dept A/Location TX. But is showing up on the Approval chain along with the correct approver (Sally).  Joe approver has access to a different Dept within Location TX.  Not sure why Joe Approver is on the approval chain when it should only be Sally Approver.
