SQL to Sync Tile Security with Portal Security

We are just getting moving on Fluid Navigation implementation, using Tiles, Homepages, Search, etc.  We are not deploying any Fluid pages at this time, so the Tiles are basically just based on Navigation Collections of Classic pages.

An issue I am running into is that when I add a public nav collection to a Homepage, the user may not actually have access to any content in the collection - so they get a blank collection.  Not good.

I know that I can adjust the security on the Tile, but because I am working with so many types of users and with so much content, it is complicated to figure out whether I have accounted for all the different types of users.
