RIB v1402 Addapter logs not getting updated and messges not getting processed

Dear Team,

RIB Logs are not getting updated and messages are not getting processed even though the adapter is UP and Running.

This is for XCOST change Subscriber. The log we have is updated on October 19th after that its not getting updated.
