Gibberish launguage issue with IE 11 browser. The characters looks like some other language characte

Few of the users reporting some gibberish language issue with IE 11 browser. The characters looks like some other language characters.  Please refer attached screenshot for more details. The application is FSCM 9.2 (PI 11) , PeopleTools 8.56.06. Did anyone happen to know the reason for this issue?. The issues goes away when the user restarts the machine.

There is no issue when the user uses Chrome browser.
