Billing Interface Spreadsheet upload Couldn't process 28k lines of data

All,

We are uploading the Billing data using the PeopleSoft delivered Billing Interface spreadsheet upload. We have around 28K lines of data and the Generate XML was generated around 11mb of XML data file but it couldn't able to process the data through integration broker. If we cut down number of lines of data to 2K lines of data, then billing interface spreadsheet upload will works fine.

My question is: Do we have any limitation while doing Billing interface spreadsheet uploading?
