OFI: Regarding 'Confirm Taxes' in ITD form during PO Receipt/GRN

In define common configuration we have setup/checked 'Auto Confirm Tax'.

The 'Confirm Taxes' by default is not getting checked/enabled and inspite of above setup we get error if we perform receipt without manually selecting confirm tax. We want 'Confirm Tax' to be checked by default and don't want to select manually for every PO receipt/GRN

Please advise how we can default 'Auto Confirm' tax checked/ticked without form personalization
