Can I always get the OES policy obligation in the response?

We are using Oracle Entitlement Server 11g. I have an OES policy configured with conditions and obligations in addition to effect, principal, resource, action, etc. I want to return the obligations with every response. It looks that I can get the obligations in the response only when the conditions evaluate to true.  Is it possible to get the obligations in the response irrespective of the result of the evaluation of the conditions (whether it is true or false)?
