After upgrading to FSCM 9.2 Tools 8.56.11 when users log in it doesn't land on the Fluid Home Page i

After upgrading to FSCM 9.2.29 Tools 8.56.11 from 9.2.5 Tools 8.54 when users log in it doesn't land on the Fluid Home Page it lands on classic and the NavBar is not available until after the user clicks on the ellipses and goes to my favorites.  Is there a white paper on setup or does anyone know how to fix this to default as delivered, vanilla?
