Changing assistant hanging on creating tables when applying PRP to PUM 27

I'm applying a PRP to PUM 27 and the steps all completed until it got to Creating tables where it hung. I was able to run the sql file from the users temp drive through sqlplus using the command that the change assistant was using. I marked the step complete and now it's doing the same thing on 'Altering tables'. Any suggestions on what could be holding it up? I'm on windows 16 running the CA as administrator.
