[AWE] Using Route Control WITHOUT Profile Assignments to User Profiles

TLDR: Within AWE, is there a way to "build up" responsibilities using Route Control rather than having to create a distinct Route Control Profile, User List, and Role for each use case?

Example:

We have departments 1 and 2.

User A is responsible only for department 1.

User B is responsible for both departments 1 and 2.

Issue:

It seems like I can create 2 route control profiles

"Department 1"

"Department 2"

And then, within the User Profile > Roles, and drilling down into a ROLE (like "Requisition Approver"), I can assign 1 to many Route Control profiles. So it SEEMS like I can assign the first profile to user A, and then both to User B.
