Getting "Site name is not valid. Check your url syntax and try again." and "Integration Gateway Mess

I have seen Doc ID 2341644.1 and 2434167.1. Both suggest there is something wrong with the Content URI Text and the Portal URI Text. These are both correct for both local nodes. This is ELM 9.2.

I just finished applying Tuxedo RP108. When I did that I restarted the environment to make sure everything would work. I also ran Elasticsearch Index builds and all were successful. I used the Global Search to search for something but I did not click on any results. I then proceeded to apply the .26 PeopleTools 8.55 patch. When the environment "refreshed" it did not recreate the PIA correctly. The $PS_CFG_HOME/webserv/peoplesoft/applications/peoplesoft/PORTAL.war/WEB-INF/psftdocs/<sitename> folder did not exist. I recreated the PIA. I also had to reconfigure Integration Broker and Elasticsearch. All index builds successfully. Global search produces results but when you click on
