BI Report - Connected Query with Union Not Populating PDF Report

Hello,

We are currently on PeopleSoft FIN 9.2 with PeopleTools 8.55.15 and have been tasked with creating a blank BI Publisher report when no results have returned for the connected query.  We understand that this functionality is available in the PT version 8.55.16 however we are not able to patch or upgrade until next year and need to meet this requirement before that.  I tried modifying the connected query being used to use a union that has expressions to populate dummy data.  A blank report is created when the top SQL of the union does not return any results however when
